Meet Our Executive Director

Steven Martinez serves as the Executive Director of the York County SPCA (YCSPCA.) His role involves overseeing a staff of 60 employees, managing an operating budget of more than $5.5 million, and maintaining a 25,000-square-foot building that houses more than 100 dogs, 320 cats, 50 small animals, a veterinary wing, a high-volume spay/neuter clinic, and numerous animal enrichment, human service, and educational programs.

Under Steven’s leadership, the YCSPCA’s save rate increased by 42 percentage points in three years by implementing a strategic plan called Best Practices Transformation. During Steven’s tenure, the organization successfully increased the annual operating budget by $2.5M in three years through a strategic communications and development plan. In 2022, Steven led a large-scale capital renovation project for the shelter, demonstrating his ability to navigate complex projects. His entrepreneurial mindset has allowed him to lead his team and community through radical change in a short timeframe, ensuring the YCSPCA can save more York County animals while raising the funds needed to pay competitive wages and implement lifesaving programming.

Before his work in nonprofit management, Steven’s career spanned a diverse range of sectors, including ten years in the for-profit sector. His experience in the venture capital and investment sectors, providing crucial support to numerous technology-based start-up companies, has equipped him with a unique perspective and a versatile skill set.

Steven earned his Master of Business Administration from Loyola University Chicago and his Bachelor of Science in Business Administration from Oklahoma State University. In 2010, Steven thru-hiked the Appalachian Trail. He continues cultivating his outdoor interest by fly fishing, golfing, and exploring rail trials. Steven and his wife Alison enjoy spending time with their three dogs, three cats, and five chickens.

Chad is a fundraising and community development professional with over 20 years of experience. A lifelong York County resident, Chad is passionate about improving the quality of life in our community. As the Director of Philanthropy at the York County SPCA, Chad leads the organization’s fundraising efforts and development team. Outside of work, Chad enjoys spending time and making memories with family, friends, and loved ones – even his family’s maniacal lab/hound mix, Finn.
